Sure. mplayer can decode that format, at least if you install the right
bits and pieces on a Win32 machine. IIRC, ffmpeg can also decode it.
transcode can use either of those as an input source, and can feed the
result to mpeg2enc, which I have done before with success on a couple of
test clips in obscure formats.
