        You have a limited set of choices for a 625line ("PAL") DVD:

           720x576

           704x576

           352x576

        No other sizes need apply for the job ;)   Well, you could use MPEG-1
        instead of MPEG-2 - in which case you can use 352x288 with a max
        bitrate of 1850Kb/s.

        For S8 I don't think the resolution is going to matter all that much.
        My preference would be for the 3CCD camera so as to preserve as much
        of the (limited) color available (old S8 movies at this point in
        time might have begun to fade, etc).

        A larger size shouldn't cause any problems - we've got y4mscaler :-)
        Which you're probably going to need anyhow to take the square vs
        59:54 pixel aspect into account.  If you record at 768x576 and do
        something like "y4mscaler -I sar=1:1 -O sar=59:54 -O size=720x576 ..."
        you should be all set.
