Uh, no.  Not normal.  Since you say you have a spare known running engine,
try swapping out the oil pressure sender.  If it still acts the same, one of
the other, much more serious (read $$$) problems becomes more likely.  The
other thing you could do (and probably should), is install a VDO oil
pressure gauge, so you'll always know what the real oil pressure is.
