it sounds like a simple process of requesting the meter repair log for that day. Surely the poor sap who has to continuously repair these things keeps a log of which ones he/she repairs on a certain day. it probably includes a short description of what was done to it and the time it was done. If you get this repair log and compare it to your tickets and the time on the ticket is later than the date/time stamp on the repair log, I dont think you could be held responsible for the tickets issued.
Of course this may not work if there's some law saying that if you park at a broken meter you're doing so at your own risk.
