Hmm... hate to say it, but i'm looking for a new cluster because mine does
that.  I managed to bend the tiny pin that the tach needle attaches to,
and now my tach "sticks".  You can take apart the cluster and slightly
bend the pin a bit to try to get it to rotate freely, but I never got a
long-term solution for mine.  Still sticks.
