It will vary with the state or province, due to different fonts, character
sets, and backgrounds.  Here (Wisconsin) we have a large variety of
specialty plates, and the backgrounds on some are very confusing.  Specific
letters or numbers in certain locations are really hard to pick out.  I'd
always figured on a set of all consonants, all with only straight lines (or
all with curves).  Want something that's not pronounceable, to prevent
memorizing if they DO manage to read it.  Say, XKVXHK, WXVNMW, or similar.
In some fonts, "O"s, "D"s, and "Q"s are difficult to separate.  In others,
"1"s and "I"s are tough.  HTH!
