you can use the stock 16v intake manifold with a 16v passat TB for the
cheapest option, or you can build your own as well.  a guy at a company
called ross machine co somewhere in the northeast has made a few 16v
fuel rails...i think he was/is planning on making more...perhaps he has
already started production.  check out the hardcore page for a contact. 
the guy at ross also made a beautiful intake manifold, but i dont know
how far along he is into producing more of them.

like brian suggested, if you have 9a pistons, you probably already have
a 9a block...so you might as well just use that.  you can use the stock
compression, or add a copper spacer if you like, to keep costs down.  if
youre going all out and getting new pistons, be careful about going to
big with the bore...the bigger the bore, the less thickness you have in
the cylinder wall, and the easier it is to blow a hole through there. 
especially if you get sub-par workmanship on the block.  

dont rule out a 1.8 16v either.  theyre a dime a dozen, spin a little
faster than the 2.0's, and displacement really does take a back seat to
boost.
