The problem is that the US Government is too full of pandering philanderers who are too afraid to take definitive action lest it raise the ire of some PAC. Ultimately all the people who participated in this terrorist act are either dead or so deep in hiding (if not already out of the US) that they'll be tried and convicted in abstentia but never actually executed.
