It starts by having you check for spark. If you don't have spark, then the next 
test is the Hall sender unit. 

Also check rotor/cap/wires

  My CIS-E 8v GTI has been hesitating a bit on acceleration for the last
couple of weeks.  Its annoying, but livable on my winter beater toy
project beast thing.  Last night, at a stop light, I accidentally stalled
the car trying to start it from rest in 2nd gear in the snow.  It wouldn't 
restart.  It'll crank and crank and crank, but not fire even a little bit.
My question is, what's the most likely spark-related component that would
die suddenly?  Coil?  Hall sender?  Bad coil -> distributuer wire?  Fuel
doesn't seem to be the problem, as the tank is full and the fuel pump is 
still buzzing away and I can smell gas a bit after trying to start it...
