When I bought my jetta I found the previous owner had not properly
tightened down the big nut holding the strut in place after installing new
struts.  I turned it a couple turns with a pipe wrench and that took 
care of it.  Just a suggestion before someone goes buying a bunch of new 
stuff to replace.
