Yep, I had a lot of starting problems with my old 16v. Replacing the ground strap solved everything, it was amazing. My quick way of testing the general ground system is to have someone crank the motor over while putting a multimeter between the negative terminal of the battery and the metal of the motor. Any current going through the multimeter is going through because it is the "easier" path to travel- it's a good quick measure of how bad your ground strap(s) are. I had a fair amount of voltage (about 2 volts!) before putting in a new strap, and about .25 volts afterwards.
I'm going to go through my "new" 92 GLI in the next month and replace the major heavy duty harnesses (i.e. starter, ground strap, alternator, etc) and relay the headlights.
On another topic, anyone ever think about doing a 16v tech day/days? Do some timing belts? Troubleshoot some idle settings?
