I would tend to agree with Chris' assessment. Your cat may be bad, assuming
everything else on the car is fine. I'm in California so I have to deal with
stricter standards. When I tuned up my GLI & used a bottle of fuel injection
cleaner before my last emissions check, I got the following numbers at idle:

Max/Measured

HC: 120/14
CO: 1.00/0.00 (yes, all zeros)
NO: not measured here

I hope you solve your problem so you can get back to enjoying your car!
