I have received the following information with regard to registration of
NGOs in Malta. Please read below:

To apply your organisation with the Commissioner for Voluntary Organisations
you are kindly requested to produce all the underneath documents.
Application Form (Can be downloaded from www.msp.gov.mt . Once on site then
click VO found on the bottom left hand side).
We recommend that the Notes to assists VOs in filling up the form be also
downloaded. (Found also in the section of the application form)
Statute / Deed (Authenticated)
The statute / deed must be in line with the Voluntary Organisations Act and
must have in clauses in writing that the organisation is –
Non-Profit
Autonomous
Voluntary
That no part of the income, capital or property of the organisation shall be
available directly or indirectly to any promoter, member, administrator,
donor or other private interest.
Dissolution clause: (That upon winding up the organisations any remaining
assets should be applied in favour of another organisation/s with similar
aims).
Resolution letter to enrol the organisation with the Commissioner for
Voluntary Organisations.
(Eg: During the committee meeting it was resolved to enrol the organisation
……………………….. with the Commissioner for Voluntary Organisations)
This has to be signed by all Committee / Board members and should include
their Name, Surname and ID Card Number.
Written consent has to be signed by all committee / Board members.
(Eg: We the undersigned committee members of ………………………… consent to hold
office after enrolment with the Commissioner for Voluntary Organisations).
This has to be signed by all committee members and should include their
Name, Surname, ID Card Number and their Address.
NB: (No. 3 and No. 4 can be done on one document just as long
that it is signed by the whole Committee / Board).
Annual Accounts (Authenticated by at least 1 authorised person)
Annual Report (Administration Report) - (Authenticated by at least 1
authorised person)
NB: (If the organisation is new (established 2009) and no
annual accounts and annual report are available, then a statement signed by
the president or any authorised must be provided.)
Application Fee (40 Euro) – Cash or Cheque payable to Commissioner for
Voluntary Organisations
