Hi,

I can't remember if the OP is running Vista or not, but this does
occur under Visa because even under an administrator account, the
command prompt does not automatically run in administrator mode!
Perhaps to avoid PEBCAC problems :)

The solution is to access the command prompt by right clicking its
icon in the start menu and picking "Run as administrator".
