I think that at a minimum, anything in m-c should have documentation on exactly where to find the corresponding open-source source code. But I think that if we want to choose to not make $OTHERWISE_UNNEEDED_COMPILER a build-time dependency, for some open source code which we don't maintain and rarely changes, that's probably OK.
