Thanks for pointing that out. Yeah, I saw that, but I'm not clear about what a "panel" is. A few screenshots would help a lot.
From what I understood so far, a "panel" is basically a "tab" within the newtab page, i.e. I have a full-screen UI that the user can navigate to by swiping left or right from the top sites panel. I.e. it's at the same level as a bookmarks or history list. That sounds like a great thing and surely useful, but it's not useful for my purpose my purpose of alerting the user.
What I am looking for is a small piece of UI that's always (or at least very often) in the eye sight of the user, so that I can show soft alerts. For example, replacing one of the boxes on the "top sites" panel with my HTML content.
