I'm pretty strongly against this. What is the possibility of getting the overlay feature in for 35?

Firefox 35 is looking like a permission bump release, both for download manager

We have at least one potential future feature that requires a permission bump —
real overlays.

It’s likely that we won’t have a permission bump release until there’s another
pile of features to land, which will be a while. And so: what do people feel
about shipping *potential* permission bump(s) in 35?

Pro: no need to bump permissions in the future; doesn’t gate new features on a
particular bump release.

Con: it adds a permission that we can’t currently justify.
