+1. Bug 1092471 was a recent example of two contributors who,
unfortunately, worked on the same bug without each other knowing. I
think we should take steps to avoid that if we can.
This is AFAIK a very rare occurrence, for what it's worth, since it's
usually obvious from the comments. But we should do some analysis to see
what the real tradeoffs are. My argument remains that we're better off
waiting for the first patch to make it easier for new contributors to
find abandoned bugs, which I believe to be a larger problem, but this is
a question we can answer with data.
