We already have this information
* From update requests and addon block queries
* Metrics / FHS

amount of data I need to collect to get a good-enough answer to my
question".

Yes, that's the right question to ask.

On top of that, users have a *right* to their data and not to be tracked. Even if you have useful questions you want answered, you might still not get them.
