Any chance you have PerlFreshRestart turned On?
I run RH6.1 with Apache/1.3.10-dev (Unix) mod_perl/1.21_01-dev
without any problems...
Also try to eliminate the modules you preload, and if server starts
without them, try to find out the offending module...
