I hacked in a static mod_perl to the mod_ssl+apache rpm by Magnus
Stenman and Henri Gomez some time ago. mod_ssl was at version 2.4.1
then and I have not checked if anything significant changed on the way
to 2.4.6. The spec file and patches are in
