After disabling modperl in httpd.conf and restarting...

D:\APACHE2>bin\apache -k install
Installing the Apache2 service
The Apache2 service is successfully installed.

D:\APACHE2>bin\apache -k start
Starting the Apache2 service
The Apache2 service is running.

D:\APACHE2>bin\apache -k stop
The Apache2 service is stopping.
The Apache2 service has stopped.

D:\APACHE2>bin\apache -k uninstall
Removing the Apache2 service
The Apache2 service has been removed successfully.

(Re-enable modperl and restart)

D:\APACHE2>bin\apache -k install
Using D:\Apache2/blib
Installing the Apache2 service
The Apache2 service is successfully installed.

D:\APACHE2>bin\apache -k start
Using D:\Apache2/blib
Starting the Apache2 service
