Have you written C extensions for both Perl and PHP and think Perl is easier? Most people complain about XS being challenging. The picture might be different when SWIG and Inline::C are taken into account, but I've never used them so I couldn't say. In general, it makes sense that a simple language would be simple to extend with C. That's why people like TCL.
