Vicki, you are obviously missing some build steps. How about starting from scratch again following the guide and get this frustration over? Thousands of people have simply followed the instructions at:
http://perl.apache.org/docs/1.0/guide/getwet.html#Installing_mod_perl_in_Three_Steps
and it just worked for them. 99.9999% that it'll work for you too ;)
