J. Joseph, can you please file a proper problem report, following the 
guidelines at http://perl.apache.org/bugs/, copy-n-paste the commands you did 
and real error messages you saw as a result. Waving hands unfortunately is not 
very helpful to figure out what the problems are and how do we fix them.

Also check the setting of umask on your machine. It looks like this may be 
your problem.
