Sorry, I haven't been able to reproduce the bug (using Mozilla to submit the form) yet. Changing the enctype just changes the parser. Since the mfd parser seems ok with your form-data, the problem likely lies in the urlencoded parser in libapreq2/src/apreq_parsers.c.
