Are you sure that mod_perl isn't already installed with Ubuntu's package
manager? If so then remove it, and re-install mod_perl from source.
That's usually the source of unresolved symbol bugs like this.

1) output of mp2bug
2) output of perl -V
3) output of 'make test'
