This doesn't really have anything to do with mod_perl at all i think you might want to try removing all the mod_perl stuff and getting your logging working how you want, then add the mod_perl stuff back in.
It's kind of unusual to have an ErrorLog directive and not have an AccessLog directive. It's also unusual to not have ServerName/ServerAlias defined when you're using * in a VirtualHost directive. It's also unusual (at least IMO) to not have a DocumentRoot defined for the vhost.
