IMHO if you want to do ODBC for either SQLServer or MS-Access plus want
to use Frontpage extensions under https, why not use NT?  The
configuration nightmares will haunt you for a long time.  Yes, it can be
done, but what are we saving? A few hundred dollars for an NT Server
license. If Frontpage is the development environment, use NT.  

Now, if you want a reliable solution why not use apache, mod_ssl,
open_ssl, MySql and say PHP3....
