This doesn't make sense to me - if I've understood just a teeny bit of your
export regulations, then it was more something like you can't export something
with crypto - and you can't export something that has hooks for crypto either.
But I suppose that is over by now - it is just the RSA license that is a
problem for another couple of months. But then again - IANAL.

Yep, that's how Apache modules work - if you don't go the dso way, then it will
be loaded.
