I don't think you have to go that far. I have found that problems like this
are often caused by the configure script getting scrambled after you have
made lots of changes by calling it over and over with different arguments.
What I do is make a copy at the start of tye project (configure.orig or
something). If my configuration runs start to behave strangely, I copy the
original over and run ./configure again.
Now that you have changed your config, you will have to get the original
from your tar archive - something like:
tar xvf apache-1.3.22.tar apache-1.3.22/configure
cp configure configure.orig
(Note that to get a single file from the archive, you have to quote its
exact name as stored in the archive.)
