Hrmm, yes, that would be nice, too. Did you just volunteer to write it? :-)
Well, there's a rough start on one at <http://www.thepierianspring.org/CPAN-Metadata-0.00_02.tar.gz> that I started several months ago, but haven't had time to finish (I haven't been very productive at anything for the last couple months :-( ). Amoung other things it takes all the version checking code out of Module::Build so that it can be used by other modules. I'll try to take a look at getting polished off if it seems like a good idea to everyone.
