That might be arguable, but downloading from a CPAN mirror
definitely does constitute distribution. So if the criteria for
eligibility to distribute a particular package exclude the CPAN
from being able to distribute it, that means the package cannot
be downloaded from the CPAN. Then what’s the point of copying it
to mirrors?
