One of the ways would be to register a project on e.g. SourceForge or
the like, place a call for helpers / maintainers on the project page,
and then just wait for somebody to contact you and add them as
project admins and CPAN co-maintainers.  This way you even get to keep
some sort of admin rights on the module so you can fix things and add
new functionality if you feel like it one day :)

Note that I'm not advocating littering SourceForge with dead projects!
This one seems like it could be useful to somebody, so it is possible
that somebody could step in and help.  And it also doesn't seem quite
dead, either - despite what you're saying, to me the simple fact that
you sent this message instead of just letting the module lie there on
CPAN means that you care about it at least a little bit :)
