Except then it also needs to tell you that there's a new Module::Starter 
and Dist::Zilla and App::Builder and Tool::Belt and ...

But if you leave it out of CPAN|CPANPLUS, the trouble for each module is 
to detect whether they've been superseeded when that they don't know 
which index is up-to-date or which client the user prefers.  There's 
more than one way to do it and we can't tell which the user wants.

Of course, M::B could just set a best-if-used-by date in its code and 
complain about that at `./Build dist` time.
