There was some discussion about this at the Oslo QA Hackathon, which resulted in "The Oslo Consensus": http://use.perl.org/~Alias/journal/36128 The general opinion was that three *requires are enough, especially as testing seems to be seen as an integral part of the build process. "As such, the group decided to recommend against additional dependency sections for META.yml at this time."
