Ditto from me on 0.30_01.  I installed Software::License and went ahead and
tested.

Unfortunately, I didn't freeze my minicpan, so I have quite a few dists that
changed version between the runs, plus some that showed up in the second run
because dependencies built successfully.

More importantly, there were only 2 things that failed under 0.30_01 that
didn't fail (or didn't get recorded) under 0.30 and neither looks to be
major modules.

If the only change in 0.30_02 are in the test fiels so that it installs on a
clean system without Software::License, then I think it's good to go and
doesn't need another regression test.
