It means that CPAN and CPANPLUS (and all the CPANPLUS::Dist modules) check for META.yml and "configure_requires" and install prerequisites before running Makefile.PL or Build.PL. That work is done and in blead and is intended to be backported to 5.10.1 before it is released. (That work may be done already.) Being in 5.10.1 doesn't help someone with an older Perl, but it's a form of moral justification for saying "this is the new mechanism, as reflected in core". Update your CPAN/CPANPLUS just once and you'll never need to worry about an out of date toolchain again. -- David
