I think the way it would work is that you wouldn't have those files in your $src/MANIFEST, but when they are written to $src/$distdir, they get added to $src/$distdir/MANIFEST That causes issue for anyone who likes it the way it is today, but if we given them an option to add to restore the old behavior, it's probably fine. I don't have strong feelings one way or the other, but I heard a lot of people clamoring for $distdir and want to see if whether we changed it, we'd find an equal number of people clamoring for the old $src behavior.
