The tool is apxs. Google it for more information. You might even find a link that looks like : http://archive.apache.org/dist/perl/win32-bin/ where you can download the apxs tool. DISCLAIMER : I have not run this on Windows due to myself not being a proponent of the said OS. I cannot verify if this tool actually works in this environment.
