Did anyone tried mod_bw or mod_cband , or maybe other mods like these?
i still don't know how the hell those could solve my problem , at least
partialy..
none of those connect with a SQL db..
they make the decisions upon a conf file  , for the whole vhost..


   We tried those with several clients and associates.  They do more
or less what they claim to do, so in that sense they work.  For the
people we were trying to assist, those who responded all chose to
discontinue use of those modules on their sites.  Given the positives
and negatives of that approach, it didn't work out for their sites.
They needed something slightly less simple.  Those modules have their
uses, I'm sure, but for the people we work with something a little
more sophisticated was required in order to effectively address to
real need, which was a business issue, not a purely technical one.

i can identify the users from the URL by the way, i'm putting thier ID and a
hash so they can't modify the link , i forgot to specify that
