rationale:
WebMake's a pretty unique system so far (afaik).
It's a web content management system, but whereas most of those
concentrate on providing a user-friendly UI, webmake is UNIX-style
commandline or perl-module only, and it concentrates on providing a
good data model for web content and metadata associated with it.
Also, it renders into static HTML, whereas most other web
frameworks run render dynamic HTML at the request time.
HTML::WebMake is the obvious place for this, alongside HTML::Mason
and other web-content-mgmt modules.
