In a recent discussion on p5p about pulling the oft-used
parse_version() out of ExtUtils::MM_Unix

we tried to think of a place to put it, and really couldn't.
Module::InstalledVersion is too special purpose. Module::MetaInfo
seems more about the CPAN distribution than the module itself.
So Module::Info is a collection of "I've got this module here, tell
me about it" methods.
