This module is related with character and text handling, thus I
think Text:: is appropriate. Methods of mbwidth() and mbswidth()
return width of given text (i.e., number of columns which the text
occupies), which the name CharWidth came from.
There are no modules which handles width of characters and texts in
locale-dependent way (i.e., following locale automatically).
