  rationale:

    I am basing this Module upon Net::Twitter, because a) Both utilize
    OAuth. b) Both are rate limited REST, JSON encoded APIs. c) Bit.ly
    and Twitter are interwoven on the web, and the evolution of Bit.ly's
    api often follows twitters.

    While there's already a couple modules that promise to do the same
    thing, WebService::Bitly's tests fail even when manually installed,
    WWW::Shorten::Bitly just exports a couple of functions that don't
    cover the full range of the api.
