Not so strange. It depends what else the 20A fuse is supplying. Assume for 
argument's sake that there is another load of say 10A fed by the 20A fuse. That 
would leave just 10A capacity on the 20A fuse, so in the event of a short or 
overload, the 20A fuse would blow before the 15A.
If that makes any sense...
