TomTom where talking about bringing out one for Android last year but who knows 
if it will ever arrive.  iPhone would be their biggest market as unlike Android 
it doesn't have a built in system.

It depends what you mean by pre-plan.  On my Garmin I can plan a route on my 
computer and then transfer it to my SatNav.  This isn't possible on my iPhone.  
On CoPilot on my iPhone you can plan a route by adding a stop/POI etc then save 
the route.  I assume you can do the same on Android but you would need to check.
