i think he wants a percentage of time a service is identified as
unavailable. this can can be calculated from the dtlog itself (see the
man page for dtlogging, and see the comment in the file itself for the
format), but he needs to decide on what interval is most significant to
average across, and hopefully he'll take into account the sample rate.
