mon.cgi is simply a mon client. That is, it uses mon's client-server communication to get status, and it does not provide any additional logging over and above what mon provides. If you have alert logging on in your mon server configuration, you can probably see what is going wrong with your alert script.

Offhand I'd guess that you either have a path, permissions, or library problem. Run the sqlconn.monitor script from the command line as the user which runs mon, with the PATH that the mon user runs with, and you should see the problem immediately.
