My main Gtk# development machine is amd64, so I'll second Todd's motion. There are 3 "moaning that .net or mono needs to be installed" messages, but 2 specify gacutil and al as a specific missing requirement too. So since you didn't mention that I suspect it is the 3rd one which results from not finding mono.pc and AC_PATH_PROG not finding csc.exe. Since you are building on mono, apparently your issue is a failure to find mono.pc. On a 64 bit build I would suspect the whole libdir=lib64 thing. Mono is most likely stuffing the pc file in prefix/lib/pkgconfig.
